Rather hire through a marketplace?
Some buyers want escrow, a dispute process and a review history they can read before committing. That is a reasonable thing to want, and both of these work.

Not sure which one you need?
Most people aren't, and picking wrong costs you money either way. Short version: customization if one thing needs changing, theme design if it looks like every other panel, a full build if you're starting out, and a custom platform if the script won't do what you need. If nobody is arriving at all, the problem is whether Google can find it. Every price is on the pricing page, so you don't have to ask.
